ACPL Awarded Certificate of Achievement for Excellence in Financial Reporting for 32nd Consecutive Year

The Government Finance Officers Association of the United States and Canada (GFOA) has awarded the Certificate of Achievement for Excellence in Financial Reporting to the Allen County Public Library’s Annual Comprehensive Financial Report for the 2023 fiscal year. This is the 32nd consecutive year that the library has achieved this prestigious award. 

 

The report was reviewed by an impartial panel of judges. According to the GFOA, award recipients have met the highest standards of the program, including demonstrating a constructive "spirit of full disclosure," clearly communicating a financial story, and motivating potential users to read the report. The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.   

 

“This award represents the care and deep responsibility our entire ACPL team feels when it comes to being good stewards of Allen County’s tax dollars,” said Susan Baier, ACPL Executive Director. “We know that every dollar we receive comes from a real taxpayer, so when we make decisions about where to put those resources, transparency and fiscal responsibility are always our top goals. This award proves we are meeting those goals consistently and to the highest standards.” 

 

This dedication to fiscal transparency can be found in the library’s regular reports to city, county, state, and federal institutions to ensure it is held to the most rigorous standards. It also chose to include in its 2024-28 strategic plan “Windows to Lifelong Learning and Discovery” a “Financial Sustainability” statement.
