ACPL Recognized for 33rd Consecutive “Excellence in Financial Reporting” Honor

The Government Finance Officers Association of the United States and Canada (GFOA) has awarded the Certificate of Achievement for Excellence in Financial Reporting to the Allen County Public Library for its Annual Comprehensive Financial Report (ACFR) for the 2024 fiscal year. This marks the 33rd consecutive year that the library has achieved this prestigious recognition. 

The report was reviewed by an impartial panel of judges. According to Michele Mark Levine, Director of the Government Finance Officers Association, award recipients have met the highest standards of the program, including demonstrating a constructive "spirit of full disclosure," clearly communicating a financial story, and motivating potential users to read the report.  

“Receiving the recognition for the 33rd consecutive year is a reflection of the ACPL’s deep and sustaining commitment to transparency,” said ACPL Chief Finance Officer Jill Noll. “I am grateful to our board for providing oversight and I’m proud of the many staff members across the library who contribute to the accuracy and clarity of our reporting each year.” 

The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.   

According to Noll, this recognition is a reflection of the ACPL's culture of accountability to the taxpayers. “We take that responsibility very seriously. We want every taxpayer to feel confident that when they entrust their hard-earned money to the library, that we are managing it with care and integrity.” 

This dedication to fiscal transparency can be found in the library’s regular reports to city, county, and state institutions through budget presentations, strategic plan updates, community impact reports, and quarterly outreach to leaders.
